Program Management: MIL professionals work closely with agency senior management to coordinate the wide variety of tasks and initiatives involved in multifaceted financial management and administrative system improvement programs. Combining program management, change management, and our CMMI and ISO-certified best practices, we help align project outcomes with an agency’s overall strategy to promote cooperation across diverse financial, administrative, and program management stakeholders.
Project management: MIL provides day-to-day management of the tasks, staffing, and deliverables to support the full range of business and IT improvement projects. We coordinate with agency project managers to efficiently execute tasks, actively identify and mediate project risks, and successfully keep the project on track to achieve the agency’s target outcomes.
MIL offers federal agencies services and expertise in the implementation of commercial off-the-shelf (COTS) software to deliver comprehensive, federal-specific financial, administrative, and programmatic management automation. We are experienced in providing the full lifecycle of analytical, implementation, and support services related to many of the leading COTS products, including Momentum, Oracle Federal Financials, PRISM, and ETS2 products. Our knowledge extends beyond basic features to support complex management activities, federal budget and acquisition cycles, travel management and accounting, and bank card reconciliation.

IV&V, testing, and quality management/assurance expertise has been a core MIL capability for over 35 years, and we introduced industry best practices for independent and impartial system testing and deliverable validation to many successful federal programs. MIL’s technical and management capabilities include proven QA methodologies and approaches – including Agile, SDLC waterfall – traditional and modified, IEEE expertise and knowledge of leading testing applications, such as Serena and HP Quality Center. We have long-standing relationships with software vendors and system development partners to form cooperative – not confrontational – relationships, and our time-tested IV&V and QA management approach includes internal procedures and controls backed by our corporate-wide CMMI Level 3 and ISO processes.
MIL applies commercial best practices from business intelligence partners like Oracle/Hyperion and SAP/Business Objects to deliver executive dashboards, data warehouses, and other federal financial management reporting solutions. These business intelligence solutions deliver department-wide financial statements, performance management and key indicator updates, and ad-hoc reporting of information to improve agency decision making, planning, and responding to requests.
