As the cost of implementing an IT program escalates, the need for early intervention based on objective assessments also escalates. In development efforts, the lack of professional Independent Verification and Validation (IV&V) or Program Management Support may alone be the cause of failure for what could have otherwise been a successful re-engineering effort. Federal government agencies require very high levels of accuracy in the estimation, design, execution and management of their programs.

IV&V is the process where a completely independent entity evaluates the work products generated by a team that is designing or executing a particular project. Often, an IV&V project is used to mitigate conflict of interest (OCI) issues with other contracts. The MIL Corporation monitors and evaluates every aspect of a project from inception to completion.
