HIFMIP Acquisition Support
Situation: HUD instituted the Integrated Financial Management Improvement Program (HIFMIP) to acquire a new financial system, consolidate information across business areas, improve financial performance, reporting, comply with FFMIA and OBM requirements, and upgrade its systems. The Agency required experts to perform the requirements analysis, prepare all the information for a procurement, or document the acquisition decision process.Action: MIL assembled a team of experts that could be dedicated to the multi-year program.
Result: MIL completed 98 major deliverables in 14 months. HUD was able to incorporate these as part of the package provided to prospective systems integrators/SSPs in their development process. MIL worked with HUD to provide advice, expertise and assistance in the development of a Request for Information (RFI) and a Request for Quotation (RFQ) as well as provided technical support for the evaluation team. This saved HUD considerable FTE hours and significantly streamlined the procurement process.
